Budget Methodology/Cost Control
Controlling cost is important to all industries. RD3 recognizes the requirement to have a solid budget methodology and cost control approach (“Cost Management”). A strong foundation of appropriate processes is essential to good cost management. RD3 leverages the Project Management Institute’s knowledge, other industry methodologies combined with its experience with commissioning in the formation of its cost management systems. We break our cost management into three core processes: cost estimating, cost budgeting and cost control. RD3 uses activity based costing to build our estimates and budgets; a realistic budget for the project derived from detailed planning data.
Working the cost management down to the task level allow a high level of understanding of the various measures used to analyze and control costs. Cost control is central to project plan execution; status and variance analysis in the project tracking cycle.
RD3’s approach to quality management revolves around the adaption of advanced quality planning (AQP) methodology in the building commissioning field. The RD3 approach is a methodology that yields the creation of a quality plan around the commissioning services consistent with the owner’s requirements and the project design. It allows for maximum quality in the job by planning and documenting the process of defect identification and ongoing improvement. The end result is a quality control plan that offers the owner and the project team a systematic approach to quality planning, to defect prevention, and to continual improvement.
SUSTAINABLE COMMISSIONING PHILOSOPHY
RD3 infuses the ‘total facilities life cycle’ into its commissioning approach on the building systems side as well as with the people involved along that life cycle; a practice that envisions beyond what is commonly referred to as the “total building / whole-building” approach (see “Critical Touch Points” section below). The RD3 team assists building owners in meeting their overall and long-term operational goals for building performance, energy use, indoor air quality, occupant comfort, and productivity. RD3’s continuous improvement culture allows us to fine tune technical approaches, tools, and methods in an effort to transfer these benefits to projects and owners.
