What is an Energy Conservation Program (ECP)?

An Energy Conservation Program (ECP) is an integrated program aimed at achieving sustainable utilities costs savings across all related functions. An ECP is focused in a number of management areas: 1) data, 2) usage, 3) supply, 4) infrastructure, and, if applicable, 5) risk.

  • Data management includes the proper administration of billing services • (late payments / accuracy), analytics (load profiling, CMAT, M&V, forecasting),
    alerting & repose protocols, and establishing building signatures.
  • Usage management includes energy conservations measures / projects, • auditing, operational procedures & practices, control / monitoring systems, and awareness & training.
  • Supply management includes commodity procurement (e.g., aggrega•
    tion, deregulated purchases), supply mix, rate analysis, legislative interaction,
    quality & reliability, cogeneration, and alternate - renewable power sources.
  • Infrastructure management includes new and repair capital planning & • delivery, capability planning and allocation, design intent & standards, infrastructure & equipment selection criterion, installation standards / guides, and performance specifications.
  • Risk management includes criticality assessments, risk management planning, infrastructure & equipment selection criterion, critical environment work practices, and supply routing options.

 

How will an ECP be executed?

An ECP will have multiple concurrent approaches with an initial goal to realize immediate utility cost savings; this will assist funding for additional reduction measures. An initial data review will determine the adequacy of the information systems (data) and most importantly help identify properties with excessive load profiles. These high profile properties will be the initial targeted sites for energy conservation measures / projects (“Quick Hits”).

Working with your teams on the Quick Hit projects will formulate the optimal integration of the various other areas/components of the ECP. They will be prioritized and planned for the eventual full program deployment and integration.
