CAPITAL / PHYSICAL NEEDS ASSESSMENTS (CNA / PNAs)
The Physical Needs Assessment (PNA), also referred to as a Capital Needs Assessment (CNA) and Property Condition Assessment (PCA), is a detailed professional review of the current physical condition of a property and to provide a opinion regarding the immediate and future project improvements needs as it relates to the financial or liability to the (perspective) owner / client.
PNAs are often associated with real estate transactions or re-financing which require a detailed physical assessment of the property to allow the client (buyer, seller, or lender) to accurately forecast immediate and future financial requirements due to deferred maintenance, defects, and ongoing capital expenses.
RD3 business systems for its PNAs uses DCAT PDA Mobile Forms (See 'Mo
bility') to collect the field data and information increasing accuracy and reducing the overall cycle time by two-thirds. The resulting centralized data is second to non in the industry - provide our clients with a complete data set when complete.
The RD3 PNA assessors are experienced facilities professionals with a broad knowledge of all building systems. The assessment can include surveys of the following building/facility systems:
- Site improvements (e.g., paving and curbs, sidewalks, retaining walls, site stairs, pool decks and fencing, site lighting, site drainage structures, site water distribution systems, storm water detention/retention ponds & fencing, storm-water lift or pumping stations, landscaping),
- Site amenities (e.g., playgrounds and sport areas, swimming pools and hot tubs, tennis courts & other courts, garbage disposal areas)
- and surveys of interior spaces)
The process includes a visual walk-through to observe the existing conditions along with review of available construction documentation, public records and current budgets. This information is then deciphered and presented with recommendations for repair or further detailed review (i.e., an additional mechanical, structural or civil survey) if the issues cannot be determined through visual observation alone.

ADA Accessibility Review
The accessibility overview with the Americans with Disabilities Act (ADA) will provide a general assessment and summary of the Property’s conformity to Title III of the Americans with Disabilities Act (ADA). This is based upon limited visual observation during the walk-through survey and does not constitute a full ADA survey, nor include measurements, to verify compliance. Only a limited sample of areas will be observed.
